These are genuine Royal Navy issue pants built from a fire-resistant cotton-polyester blend. Fire is one of the most serious hazards aboard any warship.

Fuel, ammunition, and electrical systems are packed into a confined space with limited room to escape, a risk the Royal Navy has taken seriously since anti-flash protective gear was introduced following the Battle of Jutland in WWI. Flame-resistant working rig like this pair is part of that same long tradition of protecting sailors from flash fires and onboard blazes during damage control and everyday duties.

In terms of cut, these pants closely resemble the MTP combat pants used by the British Army: two cargo pockets with velcro closure, two waist pockets, one rear pocket, a zip-up fly, and a button-up waist with adjustment tabs. The fire-resistant fabric adds a layer of protection you won't find in a standard cotton or poly-blend work pant.
