This is an unissued Soviet-era railway ticket, dating to roughly the 1980s, from the USSR's state-run rail network, one of the largest in the world at the time. Soviet train tickets were printed considerably larger than the compact tickets most transit systems use today, both to fit the amount of route and fare information required and because ticketing technology of the era simply worked at that scale.
Each ticket measures 4" x 10.5", genuinely oversized compared to anything you'd expect to see at a train station now.
